[libtorrent] cutting another release from RC_1_1

I'm about to cut 1.1.4 from the RC_1_1 branch.

If anyone is aware of any outstanding issues in that branch, please let me
know as soon as possible (unless it has already been considered too big of
a change for the stable branch).
