[libtorrent] Implementing DHT router

Hi,

How can I implement DHT router using libtorrent?

I tried running an DHT node with empty session(no torrents) and specifying
the node's address as router in another DHT node. But the other node is
getting timeout and DHT nodes not able to find each other through this DHT
router.
