[libtorrent] Maybe time for 1.1.2?

Hey arvid,

I am just nudging you if you think it is time to consider making a 1.1.2
release.

qBittorrent still considers 1.0.x as default, but some linux distros (eg
Arch) are building against 1.1.x. In recent commits I make use of recent
API additions and I am thinking of making a release today or tomorrow. So
I'll probably get a lot of packagers complaining.

If you think 1.1.2 is mature for releasing please do. Thank you.

PS: This qbt release explicitly includes your dht router too in the
bootstrapping nodes. So you might see a spike in your server.

Yes, RC_1_1 is definitely due for another release. I've been wrapping up
some outstanding fixes against it as well as RC_1_0.

As I learned last time I released a 1.0.x was that github orders releases
chronologically, rather than by version number, so I would like to release
1.0.11 first, to not make it be listed above the 1.1.2 release.
